I believe They were working across the border and crossed a river they werent supposed to that led them into North Korea.
But I agree this was a test, however I'm still surprised that they let them go. I'm willing to bet if ol' Kim Jong has his way, we'll be in real conflict with them sooner or later, just after they have amassed enough weapons to put a hurting on our armed forces.
