I have one mission for Athena that I finished, but I can't seem to turn it in when I talk to her.

I have several other missions for Athena that I can't seem to do because I can't unlock the gondola to get across the canyon.

I think the problem may be that I joined Mahones when he was too far ahead of me.

Figured it out.  I was on Code Breaker: Analysis.  It said I was done and turn in, but you really don't turn in to Athena.  You go to an ECHO recorder on Ridgeway.  Now I have the energy bridge working and can access Road's End.
